BANCO BILBAO VIZCAYA ARGENTARIA responded on 31 October to my open letter of complaint  as follows:

We regret this unfortunate situation over which we have no control and we cannot be of help to you. However, BBVA online is available for any query you have on Personal Banking products and services.
